After installation, if there is no load (all lights out), but the disc is always turning slowly because two: (A) the meter failure, (ii) the line has a problem.

Check for this is to remove 2 and 42 lines (see seal) slowly turn the turntable to a stop after (Note: the stop position in black mark) then a line problem, should include an electrician inspected wiring leakage or other user line is not clear.
